Tender description

The provider will; • Deliver an Appropriate Adult (AA) service in line with PACE Codes Of Practice, and JYB National Standards, • Develop a protocol with the police in relation to the AA service in consultation with Wigan YOT/CDT • Safeguard and promote the emotional and physical well-being of juveniles and vulnerable adults in police custody, • Provide a service 7 days a week, including bank holidays between the hours of 08.00 and 24.00. The service may be provided outside these hours however depending on the needs of the young person or vulnerable adult, • Provide reassurance and support via telephone for juveniles and adults in custody as necessary, • Where the juvenile meets the criteria, undertake Triage assessments and referral to the Wigan Youth Justice Diversion and Liaison Scheme, • Submit PACE Monitoring forms to YOT/CDT within 2 working days. • Submit quarterly monitoring and evaluation forms to YOT/CDT to include:- o details of total monthly call outs, o offences, o number of call out’s in hours and out of hours, o reason for appropriate adult, o time of involvement, o average referral time, o age group, o ethnicity, gender. o safeguarding concerns • Attend monitoring meetings every four months or earlier if required. • Recruit sufficient numbers of people of sufficient ability, skill, knowledge and experience to provide this service and to have sufficient reserves to cater for staff holidays, sickness or absence. • Ensure that requests for an appropriate adult are responded to within the hour in order to avoid children and adults being kept in police stations for unnecessary amounts of time. • Ensure that staff acting as appropriate adults under the scheme should have received the following training: PACE 1984 and Codes of Practice Safeguarding Roles of Youth Offending Teams Triage Assessment Drug and alcohol awareness Awareness of mental health problems and learning disability.
