Tender description

Kent County Council (the Council) is the largest county council in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £900m on goods and services with a population of 1.3m. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils. The Council is leading on an upcoming procurement for the provision of emergency mass fatality services along with key partners including Kent Police, Kent Coroners Service and Medway Unitary Authority (referred to collectively as 'The Authorities'.) The Council is inviting Expressions of Interest for the supply of specialist assistance in the event of an incident that resultsin mass fatalities (which is defined as over 100 whole bodies or 100 separate body parts). Further informationcan be found at the Home Office Guidance on dealing with fatalities in emergencies. https://goo.gl/N14nFc The services required may include as requested by the Authorities: the recovery, identification, sanitation, restoration and international repatriation of bodies; the recovery, identification, restoration and return of personal property; the operation of an autopsy, body restoration, embalming and encoffining facility; the supply of equipment, de-mountable buildings, hard wall marquees and such other similar buildings for the operation of a body storage facility; any other facilities, equipment and resources required by the Authorities to enable them to respond effectively to a mass fatality incident. The Council welcomes written proposals from interested suppliers on the best way to achieve our requirements and to discuss how this could be effectively delivered whilst gaining an insight into the market's potential, capabilities and appetite. Suppliers who have provided their proposals may be invited to an individual discussion with representatives from the Authorities. The purpose of this discussion is to review draft documentation and offer comments and suggestions and raise any queries which will be used to inform the Authority's final specification of its requirement. The Council may request additional documentation ahead ofthis meeting. Potential suppliers will be invited dependent on their perceived suitability to deliver the breadth and scope of the requirement. The subsequent procurement will be conducted competitively by the use of an OJEU Open procedure. Suppliers have until Friday 12:00 midday 15th January 2016 to express their interest and are requested to provide their written proposal via the Kent Business Portal.
