REVENUES e-FORMS SOFTWARE and ASSOCIATED SERVICES

Tender description

Huntingdonshire District Council (HDC) wishes to procure a suite of web-forms to process Revenues self-service requests. It is anticipated that the chosen solution will help to drive up the levels of online self-service in Council Tax and Business Rates and enable further automation of back-office transaction processing – thus leading to eventual efficiencies. The overall objective of the Council Tax e-Forms project is to achieve real Channel Shift by allowing citizens to complete Revenues service requests on-line and for these requests to be validated, analysed and then processed automatically into the Council’s Northgate Revenues system in accordance with legislative and local business rules. Examples of the types of transactions to be automated are:- • Moving in and moving out of properties • Setting up payment by Direct Debit • Application for discounts, such as Single Person Discount etc. The above list is not exhaustive, and suppliers will be encouraged to suggest additional areas where the solution may be used to achieve more efficient use of resources. The effect of this automation and consequent reduction of manual intervention will increase the productivity of both Revenues and front-office staff and also improve the quality and accuracy of processing day-to-day Revenues transactions. To provide a fully-automated solution, the Council Tax and Business Rates web-forms require full integration to the following existing business systems:- • Northgate Version 6 (Council Tax & Business Rates); • Northgate Information@Work (Electronic Document Management System). It is anticipated that the services will be delivered starting in March / April 2016.
