PLEASE NOTE: This tender opportunity is for a ‘STEWARDING, SECURITY & TRAFFIC MANAGEMENT FRAMEWORK’. A separate ‘Events Framework’ tender opportunity (covering 8 ‘Lots’) is currently also being advertised on ProContract. Submissions for the two frameworks must be made separately. LCC STEWARDING, SECURITY & TRAFFIC MANAGEMENT FRAMEWORK:- Liverpool City Council produces the major outdoor events programme for the City. LCC wishes to appoint a framework of suppliers to assist in the delivery of these activities. Following on from the success of European Capital of Culture in 2008, Liverpool has secured itself as one of the leading major outdoor event and Cultural destinations within the UK. In 2015, Culture Liverpool delivered a vast array of events, with events attracting up to 1 million people, generating millions for the local economy. Culture Liverpool delivered iconic events such as the Three Queens Spectacle, River Festival, On the Waterfront Concerts and the Liverpool International Music Festival. The overall events programme has attracted 1.5 million visitors to the City during the last 12 months. As we move towards 2016, our programme is as ambitious and exciting as ever. The programme for 2016 is as unique as this City. Therefore Culture Liverpool, Liverpool City Council, is looking to appoint several companies to provide services and goods to aid the delivery of the major outdoor events programme for the next three years. Suppliers are invited by Liverpool City Council to submit a tender to be included in a Framework specifically for Stewarding, Security & Traffic Management. The closing date for tender submissions will be 12 noon, Monday 11th January 2016. The tender will be based upon Liverpool City Council’s Terms and Conditions which, together with all Tender documentation/instructions and returns, will form the basis of any subsequent agreement for provision of goods or services. This Framework Agreement is intended to commence in February 2016 and will be awarded for a 3 year period with the option to extend for 1 further year. Providing that sufficient responses are received to this tender, a maximum number of 3 suppliers will be appointed to the framework. The overall evaluation criteria split is 50% Price/50% Quality, with the Quality element being further divided into sub-sections and specific questions with percentages totalling 50%. Following award of the framework, orders for services under the framework will be called off via further competitions amongst the successful bidders for specific event requirements. The framework agreement will be awarded based on the responses to the tender award criteria which are detailed within this document. The approximate spend for this framework is £113,000 per annum. Note that this annual spend is purely an estimate and non-binding and LCC is not obliged to place any orders with any supplier appointed to the framework agreement. LCC reserves the right to place orders for the same goods and services elsewhere during the lifetime of the agreement.
