Irish Aid IDEAS Programme Vietnam Provision of Expert and Technical Support Services

Tender description

Irish Aid now wishes to engage the services of a suitable external service provider to provide ongoing expert and technical support services to the IDEAS project over the period from the award of contract to commence on 1 January 2015 to 31 December 2017. The number of days provided for over the period is 75 - to be allocated on the basis of 25 days in respect of the period 2015, 25 days in respect of the period 2016 and 25 days in respect of the period 2017. The intention is that the external Service Provider will ensure the quality, focus and continued development and delivery of the IDEAS project during this critical second phase of implementation. The Service Provider will do so by ensuring that the IDEAS programme has available to it adequate development, monitoring and coordination expertise and resources. The support will be provided contractually to Irish Aid headquarters in Limerick. It will be necessary for the provider to liaise closely with Irish Aid, Limerick and, as deemed necessary by Irish Aid, with the Irish Embassy in Hanoi. It will be necessary for the Provider to periodically visit Hanoi. The Provider will be required to maintain a strong focus on ensuring that the IDEAS programme continues to develop appropriately, that its individual components are coherent with each other, that the programme remains responsive to Vietnamese priorities, that agreed milestones are developed and met, that Irish partners and other participants are identified and facilitated in their involvement, that potential new partners are identified and that the programme is adequately monitored and reported on from an Irish Aid perspective.
