In support of DFID Nigeria’s Operational Plan and as the second of three new anti-corruption programmes, DFID is seeking a service provider to deliver its new Facility for Oil & Gas Sector Transparency and Reform (FOSTER 2). The new programme, will partner with groups across the oil and gas sector to strengthen how Nigeria’s key extractive sector is managed, help Nigeria prevent revenue losses, and minimise the negative impact of the industry on local communities. The appointed service provider will be expected to implement three managed funds with a total value to be determined next year, but indicative levels range from (£9 - £14.25 million) over a five year period. Service providers will be expected to propose separately to this the management costs for managing these funds over the course of the programme. There are no separate lots for this programme as the theory of change hinges on the ability of an overall service provider to coordinate the three outputs to create momentum for reform. However, this does not preclude a consortium with a lead service provider.
