PIPE (Psychologically Informed Planned Environment) Project - HMP Long Lartin

The service will follow the preparation PIPE model: • provide an in depth formulation and assessment of needs for those men in scope; specifically to provide a clear clinical description of their psycho-social needs, their risk of harm, and the factors related to their offending behaviour • provide assessments of men who otherwise might have been transferred into a High Secure Hospital to receive those assessments • increase the motivation of resident men to further engage with Offender Personality Disorder (OPD) services either on the unit or at another establishment and will address current barriers to treatment • provide medication where clinically advised • provide a psycho-social environment in line with the principles underpinning the Offender Personality Disorder Pathway • provide bespoke workforce development for staff working in the service and closely aligned to it • provide OPD awareness training to staff in the wider establishment as deemed necessary • work with other OPD services elsewhere in custody to ensure a pathway of service is maintained for the resident men • prepare men for the transfer to another service along the OPD pathway, or another location outside of the pathway whichever is the most appropriate • this service will be time limited and prisoners will be expected to be relocated at the appropriate time. Project objectives and desired outcomes • To open a psychologically informed planned environment for 14 men located on the discreet unit immediately below Healthcare. Contract to commence 1st. February 2016 (anticipated 2 month design and development period with 1st offenders admitted to service from 1st April 2016) The outcomes are to achieve: • A reduction in repeat serious sexual and/or violent offending; • Improved psychological health of offenders; • Improved psychological health, wellbeing, pro social behaviour and relational outcomes; • Improved, confidence and attitudes of staff working with complex offenders who are likely to have Personality Disorder; • Increased efficiency, cost effectiveness and quality of OPD Pathway Services. Additionally the unit will seek to: • motivate and engage high risk of harm men who satisfy the entry criteria to the OPD pathway; • produce assessments and formulations for such men; • prevent unnecessary transfers into Secure Hospitals; • train the new and existing workforce to better understand and manage the service users; • provide a psychosocial environment in line with the principles of the OPD programme. Project scope and exclusions : In scope: Development of a PIPE unit in accordance with the service specification and PIPE Model. The existing hotel function for the 15 bed unit below healthcare. The unit’s Certified Normal Accommodation (CNA) is 14, with an Operational Capacity of 15.
