BIM App for the Irish Sea Fisheries Industry

Tender description

BIM, the Irish Sea Fisheries Board, is the state agency set up to promote the sustainable development of the Seafood Industry. BIM’s mission is to grow a thriving Irish seafood industry, expand the raw material base, add value and develop efficient supply chains that together deliver on the Government’s Food Harvest 2020 targets for seafood and create sustainable jobs. As part of this process, BIM now wishes to outsource the design, development and maintenance of a ‘sea fishery’ mobile App to a suitably qualified organization. This App is for use on mobile phone and other mobile devices (Android and Apple Mobile devices). The target audience for this App is the sea Fishing Industry in Ireland. The App will have ‘locational awareness’ i.e. the end user will be able to see their geographic position against a map/chart background. The App will allow the end user interrogate fishery regulations (Technical Conservation Measures (TCM’s) and catch quota) and see how these regulations relate to their current (or user specified) geographic position and the fishing activity in which they are engaged (See Appendix I). The map/chart background and regulatory ‘intelligence’ contained in the Fisheries Management Chart 2014 (See Appendix H) are seen as a basis for the development of this mobile App (See functional design section 2.3 below). Tenderers are invited to submit tenders based on the specification of requirements as set out in Section two of this document.
