Smart Cities – Guide to Developing Project Proposals for Delivering Smart City Solutions

The Future Cities Catapult (the Catapult) accelerates urban ideas to market to grow the economy and make cities better. We bring together businesses, universities and city leaders to work together to solve the problems that cities face, now and in the future. The Catapult is undertaking an exercise to appoint suitably capable and experienced supplier to draft a PAS standardisation documents entitled “Smart Cities – Guide to Developing Project Proposals for Delivering Smart City Solutions”. BSI Standards Solutions was engaged by the City Standards Institute (CSI) to develop a BSI PAS guide to developing project proposals for delivering smart city solutions. A scope has been selected for development as a draft standardization document, with a view to further development and publication as a BSI PAS. The project consists of two phases: Phase 1 – the development of the outline draft title, scope and structure and engagement of a technical author (TA) to assist with this process and subsequently draft a complete draft standardization document (“base document”) suitable for further development as a BSI PAS; and Phase 2 – the development and publication of the base document as a BSI PAS. On completion of Phase 1 of the project, a decision will be made as to whether to proceed with Phase 2, based on the availability of funding. If it is decided not to proceed, the base document could potentially be chosen for development as a BS or ISO standard in the future instead of a BSI PAS. This PAS gives guidance on developing project proposals for delivering smart city solutions. It uses case studies to illustrate good practice in smart city procurement and creating viable, financially robust business cases for smart city projects. It is for use by city leaders from the public, private and community sectors. It is also of interest to suppliers or products and services to cities and citizens.
