KMCCM-003 Provision of Media Buying and Support

Tender description

Tenders are invited by the Council of the Borough of Kirklees (the Council) from Service Providers with relevant experience and ability to demonstrate sufficient capacity for Media Buying Services and Support (the Services) under a proposed Framework Agreement. The Framework Agreement is expected to commence on 7th Sept 2015 and will expire on 6th Sept 2017, with the option for the Council to extend this initial period of two years up to 6th Sept 2019. In order to reach out to all communities effectively utilising the most appropriate channels and locations, the Council requires the services of an agency with relevant experience and skills to provide an effective media buying service at competitive rates coupled with localised understanding of community need. Providers must have the ability to plan, implement and deliver media schedules to client brief that utilises the best mix of channels to reach different target audience groups based on insight. The approach must offer both best value and ensure the councils marketing objectives and targets are being met or exceeded. Media buying for the purposes of this tender means the purchase of media space on behalf of the Council locally, regionally or nationally across all offline and online channels and platforms through negotiations to secure optimal rates and positioning.
