Emissions and Abatement Cost Projections

Tender description

DECC is looking for a contractor or contractors to undertake three discrete pieces of research. The first piece of research is a core output and essential whereas the other two pieces of research are desirable but are non-mandatory: 1. Forestry abatement modelling to provide data inputs for DECC’s Global Carbon Finance (GLOCAF) model, in the form of Business As Usual (BAU) emissions projections and associated Marginal Abatement Cost Curves (MACCs) for international greenhouse gas (GHG) emissions. DECC is also looking for international historical emissions data. The data needs to be accompanied by a Data Report detailing methodologies used and results. 2. A detailed standalone analytical report providing an assessment of LULUCF within INDCs from countries of interest, based on publically used official forestry emission data, FAO data and also contractor data. This report needs to include a discussion and explanation of any differences between these sets of BAU emissions and abatement potential estimates. It is expected that analysis within the report will include emissions from above and below ground degradation and as well as deforestation (measured in both hectares and CO2 emissions). A robust evaluation of country-level Current Policies and Additional Policies also needs to be included. This is report is referred to as the INDC Report in this tender. 3. Non-CO2 abatement modelling to provide data inputs for the GLOCAF model, in the form of BAU emissions projections and associated MACCs for international GHG emissions. DECC is also looking for international historical emissions data. The data needs to be accompanied by a Data Report detailing methodologies used and results. If both Forestry and Non-CO2 data is provided only one combined Data Report will be needed.
