Riverside Public Realm SPD

Tender description

The Royal Borough of Kingston upon Thames (RBK) is seeking an organisation to develop a Supplementary Planning Document (SPD). The organisation will be selected through a mini-competition sent to selected panel members on the Homes and Communities Agency (HCA) Multi Discipline Panel (OJEU Ref:2014/S 020-0314621) . Despite its central location, the Riverside remains an underutilised asset in the town and Borough as a whole. This is in part due to historic factors but is reinforced by the more recent piecemeal approach which has been adopted to planning and delivery in the area. The Council are looking to revitalise this area and see the Riverside Public Realm Supplementary Planning Document (SPD) as one of the key tools to help bring this about. With emerging Opportunity Area status the town centre and Riverside area will be the focus of changing and intensifying use patterns. With this greater prominence come opportunities and challenges as existing conflicts have the potential increase thereby frustrating capitalising on these future opportunities. The Council’s Core Strategy key themes focus on sustainability, inclusiveness and promoting a healthy and strong community. The Council envision the riverside as facility for the whole Borough and its diverse communities, and wish to ensure safe and pleasant access for all to make best use of the area’s attractions. The Council is looking to appoint a multidisciplinary team, with particular expertise in landscape architecture and public realm, to undertaken this project.
