External Support Services to the Irish Aid Humanitarian Unit in preparation for the World and Irish Humanitarian Summits

The portfolio of the Humanitarian Unit is considerable for 2015 in terms of the scope of work, number of projects and programmes, the geographical/sectoral spread and budget. The first six months of 2015 require significant inputs with respect to quality assurance in the case of appraisal of NGO funding submissions, while also preparing for the Irish Humanitarian Summit which will have a high profile domestically and globally. An experienced external professional service provider is being sought to provide expert services to Irish Aid’s preparations for the Irish Humanitarian Summit in June 2015 and Ireland’s contribution to the World Humanitarian Summit consultations which are ongoing. This includes support services to the Humanitarian Unit to manage the logistical and administrative demands arising from convening a national conference. In addition, technical services are needed with respect to coordinating and documenting Irish Aid’s inputs and contributions into the consultation process leading up to the Irish Humanitarian Summit and the Summit itself. As part of these latter technical services, the service provider will assist the Unit in convening intra and inter-departmental meetings and in documenting outcomes of internal deliberations on the future of humanitarian action. The service provider will also support the identification and introduction of good practice tools and systems for ensuring that appraisal, reporting and monitoring of Irish Aid NGO funding schemes is results-based in order to better measure and communicate the impact and value of Irish Aid’s humanitarian interventions. The outcome of this process will inform case studies which will feed into the Irish Humanitarian Summit.
