External Specialist Services for the Resilience Policy Team, Humanitarian Unit UNFCCC Reporting and Climate Financing Mapping 2014 - 2015

Tender description

The Resilience Policy Team in the Humanitarian Unit in the Department of Foreign Affairs and Trade (DFAT) Development Cooperation Division (DCD) provides support for Environment and Climate Change across the Government’s development cooperation programme, Irish Aid. One specific responsibility of the Resilience Policy Team is to lead on the Department's engagement with the United Nations Framework Convention on Climate Change (UNFCCC) As a member of the UNFCCC, Ireland is committed to providing Climate Financing jointly with EU Member States and others to mitigate and adapt to the adverse effects of global climate change in developing countries. International Climate Financing commitments, adopted by the UNFCCC Conference of Parties (COP) in Copenhagen in 2009, included providing US$30 billion per year in 2010 and gradually increasing contributions each year to reach a target of US$100 billion by 2020. Under the Fast Start programme Ireland committed to providing €100 million between 2010 and 2012 and has surpassed this target. This contribution is mainly drawn from Ireland’s ODA by incorporating climate change mitigation and adaptation into relevant programmes as required by established best practice in development cooperation. Climate financing is a key part of the negotiations that are underway to reach a global climate agreement in Paris by the end of 2015. Key milestones in the Climate Financing process include, (i) Follow-up to the UNFCCC COP 20 in Lima by mapping all current and possible future Irish Aid engagements including Key Partner Countries, Civil Society, Humanitarian response and Multilateral for climate relevance for 2014 -2015 (ii) to support preparations for the UNFCCC Summit in December 2015 in Paris to reach a climate Change agreement and to raise the pre 2020 mitigation ambitions by all parties and (iii) To assess the extent to which Irish Aid is integrating climate change into programme planning and aligning its engagement with national
