Replacement Audit Management System

Tender description

You are invited to submit a quotation for the supply, installation and on-going support of an Audit Management System Software System. The Audit Manager reports directly to the Executive Director (Resources & Support Services) as Section 151 Officer and has a responsibility on providing assurance on the adequacy of Internal Controls. This assurance is provided in terms of delivering the audit plan on an annual basis. Currently the audit plan is produced using a software package called APACE. This audit software package (APACE) has been in use for 12 years and provides limited functionality with regards to the auditing process. It is also an antiquated system that is not viable for development either internally or through supplier updates. This lack of development has ensured that there is an inability to function with modern working practices, meaning the current package discourages a value for money approach to auditing due to a lack of efficiency. The auditing software in its current guise merely serves as a tool for high level audit management, time recording and recommendation administration. As an audit tool, it does not include any functionality for the creation of an audit brief, programme, test papers, working papers or outputted reports. Essentially it does not assist in the audit process. Newcastle-under-Lyme Borough Council are looking for either a COTS (commercial off the shelf solution) or a SAAS offering.
