Tender description

St Helens Council and Knowsley Council have a requirement for a robust, high quality and specialised <b><i>'Inpatient </i></b><b><i>Detoxification Service for Drugs and Alcohol' </i></b> to assist and support full recovery for those adults suffering from addiction. It is important that the Provider enables adults to not only stop harmful abuse but also to maintain the gains made through treatment and prevent relapse. The service specification requirements are to provide a safe period of medically managed and monitored (by exception) withdrawal and detoxification (known as Tier 4 structured inpatient treatment). All medically managed detoxifications will be conducted under the 24 hour a day presence and care of a suitably qualified clinician. The Provider will have to work in partnership with various agencies to provide a holistic, integrated offer for patients, their carers and families. This will require co-ordination and collaboration across health, education and social care systems. It is essential that the assisted withdrawal from drugs and alcohol detoxification is not offered as a stand-alone treatment but rather as an often essential initial intervention within a broader, longer term care plan including psychosocial and/or pharmacological therapies to prevent relapse. The inpatient detoxification service will be an essential element of a broader menu of treatment options available to adults within St Helens and Knowsley. This service will be jointly commissioned with Knowsley MBC with St Helens Council leading on procurement. The successful provider will have separate contractual arrangements with each authority i.e. St Helens will be delivered according to St Helens Council contract requirements and Knowsley will be delivered according to Knowsley Council contract requirements. In submitting a Tender the Provider is confirming they can meet all the requirements within both service specifications (drugs and alcohol) for St Helens and Knowsley. The new service will start on 1st April 2016. <u>Location of Service Delivery & Bed Day Management-</u> · The service will be delivered from a suitable in-patient unit(s) able to provide safe treatment in an appropriate therapeutic environment.
