Tender description
2.1 Overview The funding and responsibility for pan-London rough sleeping services were devolved from central government to the Mayor in 2011. The GLA has been funding and commissioning rough sleeping services, projects and initiatives that are pan-London or multi-borough in their remit for four years. These complement and supplement those provided or commissioned by boroughs, which have the primary responsibility, and receive the bulk of government funding, for providing or commissioning services. Between 2011 and 2016, the Mayor has committed almost £87 million to tackling rough sleeping – over £42 million for services, almost £40 million for improving hostels, and £5 million for a permanent home for No Second Night Out (NSNO). In addition, the GLA has administered the world’s first rough sleeping Social Impact Bond, investing up to £5 million between 2012 and 2015. 2.2 Commissioning Framework The GLA’s commissioning over the last four years has been underpinned by the Mayor’s 2011-15 Rough Sleeping Commissioning Framework (Volume 1) and it has resulted in the provision of some highly successful and often innovative services and initiatives. These have had, and continue to have, a major impact on rough sleeping in the capital and also a positive influence on the services delivered by other partners. The Mayor’s commitment to tackling rough sleeping remains as strong as ever and the Rough Sleeping Commissioning Framework (Appendix Five) outlines the achievements to date plus the commissioning priorities going forward and how each service will support the priorities outlined. GLA requires contracts to be put in place for 2016. TfL is conducting a competitive tender on behalf of the GLA for this contract for the duration of 3 years with an option to extend for up to a further 1 + 1 years.
