HOS/15/041 – Expression of Interest for provision of Community Attitude Surveys

Background The Home Office is seeking to commission attitudinal polling on a quarterly basis across England and Wales with a general population sample and a specific sub-group population sample for a 12 month period. Key Criteria Prospective organisations must demonstrate expertise in: • Attitudinal polling (40%) • Research on sensitive issues where people may seek to avoid discussing the subject matter or find it difficult or distressing. (20%) • Research on issues where people may not recognise the subject matter or immediately identify with the subject matter’s relevance to them. (10%) • Research with hidden and hard to reach populations, including vulnerable socio-economic groups. (10%) • Have the ability to deliver in a cost effective and innovative way. (20%) Specification In summary, the prospective organisation will be required to deliver: • Attitudinal polling on a quarterly basis across England and Wales with a general population sample and British Muslim population sample. • Booster samples and focus groups in key areas or with communities of interest may also be required. The tracker survey will most likely employ telephone polling for cost effectiveness. Polling should take a random digit dialling approach (RDD) with a representative ratio of mobile phone to landline phones being accessed. The panel approach should not be used in the RDD design. The methodology should provide robust data that is representative and amenable to statistical analysis. Before a detailed specification for this work can be released, Bidders are asked to submit a brief Expression of Interest (EOI). This must include full contact details and outline the skills the organisation has, including any evidence, to demonstrate that the prospective organisation has the capability to deliver the required Audience Segmentation. The Home office will issue the detailed specification to the organisations that meet the key criteria set out above. A non-disclosure agreement must be put in place between prospective organisations and the Home Office before the full specification is released to bidders. A non-disclosure agreement will be released on request to those organisations which evidence satisfaction of the key criteria. Expressions of interest must include full contact details and outline the skills the organisation has, including any evidence, to demonstrate that the prospective organisation has the capability to deliver the required Community Attitude Surveys. Bidders should be aware that the contract duration will be for one year in the first instance with possible extension of up to two years dependent upon Home Office requirements. The contract values displayed are for year one of the contract.
