Children’s and Adults Community Healthcare Services in Surrey

Surrey CCGs and Surrey County Council combined intend to undertake a restricted procurement process for the provision of adult community services and some children’s community services. It is anticipated that the following portfolio of community services will be tendered: •Community hospitals •Rapid Response – Discharge Facilitation and Admission Avoidance •Community nursing •Community continence service •Intermediate care services •Community podiatry •Speech and language therapy •Community specialist nursing including but not limited to neuro rehab, cardiac, respiratory, diabetic, epilepsy, lymphoedema •Wheelchairs •School nursing for 5 to 19 year olds •Children's community nursing service •NHS funded children's continuing care •Community paediatric occupational therapy •Paediatric physiotherapy •Paediatric audiology •Paediatric diabetes nursing service •Paediatric epilepsy nursing (PENS) •Paediatric speech and language therapy •Special school nursing •Youth counselling service •Health visiting for 0 to 5 year olds •Immunisations for 0 to 19 year olds •Developmental paediatrician service •Health assessment service •HPV immunisation programme •Meningitis C Immunisation Programme The scope of some of these services will be Surrey-wide; including potentially outside of the boundaries of the Surrey CCGs. Some service specifications will also have local variations. The contract let will be the standard national NHS community contract, the term of the contract will be at least five years. A key requirement will be the ability to partner with a wide range of organisations including general practices, voluntary and private sector providers and statutory organisations to successfully integrate care pathways between primary, secondary and community services. Provider(s) will be expected to work across the health and social care economy to deliver high quality and value for money services ensuring a seamless patient pathway. The provider(s) will be expected to move to a model of service delivery which is outcome-based, with a performance management framework referencing KPIs and benefits taken from across the integrated health and social care spectrum. In doing so, the provider(s) must have in place suitable arrangements with the supply chain of other providers/partners (where necessary) and agreements to work collaboratively with other organisations. The CCGs and Surrey County Council are determining the procurement and contracting model to be used. For example, it may be preferable for provider(s) to hold separate contracts with each commissioning partner, to have a contract to deliver specific services across CCGs or to have a single contract across all commissioning partners. Other options are available. Feedback from potential bidders and interested parties about possible strengths and weaknesses of different models would be welcomed.
