<b>Background </b> The Council is intending to redevelop the St Luke's Area in the south of Islington. The site comprises the existing Finsbury Leisure Centre, the four five-a-side football pitches, the Bunhill Energy Centre, the East-West Nursery and the public spaces and walking routes that run through the site. It is the Council's intention to redevelop the site. The Council has adopted a planning brief for the site. The brief sets out the Council's objective to build a new leisure centre building. This building will include new leisure facilities, a new home for an expanded Bunhill Energy Centre, a new nursery and a health centre. Four five-a-side football pitches will be re-provided alongside the leisure centre. Between 100 to 124 new homes will be provided along with improved public spaces and walking routes. An exemplary design will be required to deliver the Council's ambitions and tackle the site's key challenges: The site's space constraints: there is a limited amount of space to provide the planned range of community facilities, new homes and open space. The design will need to efficiently use every square metre of available space. The area's historic fabric: a very sensitive design will be required that positively enhances the area's rich historic fabric including neighbouring listed buildings and conservation areas. It should also protect the amenity of neighbouring residents. The relationship between the different uses: the Council is seeking to accommodate a wide range of uses within the proposed leisure centre building including leisure, energy, health and childcare. An exemplary design will be required that can effectively accommodate these uses under one roof. The Bunhill Energy Network: the Council is seeking to expand and relocate the existing Bunhill Energy to continue serving the existing network and also serve any new buildings on the development for heating, hot water and potentially for electricity. A high level of engineering expertise and experience will need to feed into the design of the proposed development. Residential amenity: a sensitive and high quality design will be required that protects the amenity of existing residents, and provides a good level of amenity for new residents. The cost of the development: the scheme will need to be delivered within an agreed budget. The anticipated construction cost is £49m. The Council wishes to appoint an architect-led multi-disciplinary team. The team will develop detailed designs and a full planning application for the site.
