Framework to provide long term community based support for people with a learning disability and other complex needs.

Tender description

The Commissioning Authorities intend to create an Open Framework to provide a range of high quality specialised community based services for residents of Stoke-on-Trent and North Staffordshire who have a learning disability and other complex needs. Services will provide long term support for those people that use them in either Registered Care Home or Supported Living settings. Service Users may have behaviours which challenge services and / or have a forensic history. Service Users may be subject to legal restrictions such as a Community Treatment Order. This ‘Open’ procurement exercise is intended to establish an open framework with multiple providers. The Framework will be made up of several Lots covering Medical Conditions. As and when requirements arise, a further competition tender will be issued to those organisations accepted to the relevant Lot of the framework. The Lots are made up of: Lot 1 Autism Registered Care Home or Supported Living services for people with a learning disability and a significant level of Autism. Lot 2 Mental Health Registered Care Home or Supported Living services for people with a learning disability and a significant mental health issue. Lot 3 Personality Disorder Registered Care Home or Supported Living services for people with a learning disability and a significant personality disorder Lot 4 Sexual Offending Registered Care Home or Supported Living services for people with a learning disability and a history of inappropriate sexual behaviour / offending. Lot 5 Young People Young people with a learning disability in the 16 to 25 age group who require support similar to that outlined in Lots 1 to 4 above. New potential providers may apply to be included in any of the Lots during the life of the Framework subject to them completing the ITT documents which will be evaluated and if successful will be registered onto the relevant lot of the Framework and eligible to participate in any future further competitions after acceptance.
