Planning Consultant for Falmouth Exeter Plus

Introduction: Falmouth Exeter Plus is the service delivery partner of Falmouth University (Falmouth) and the University of Exeter (UoE) that delivers shared Higher Education services and facilities for UoE and Falmouth in Cornwall. Falmouth Exeter Plus’s purpose is to help Falmouth and UoE achieve their global ambitions and support them in providing their students with a life-changing university experience. Our name reflects the strong link to our Higher Education partners. It also signifies the added value that we bring through the development and delivery of shared facilities and services for students and staff. We are constantly reviewing and enhancing our services to reflect the needs of students and staff. Specification: Falmouth Exeter Plus requires an experienced Planning Consultant to create and support the promotion of a strategy to increase the number of students enrolled at the Penryn Campus from 5,000 to 7,500 students and potentially further increase in the future. This relates specifically to condition 19 of the extant outline planning permission that restricts the number of students on campus to 5,000 FTE. In addition to this, we require advice and support on creating a strategy in relation to the promotion of a business park, sports and recreation space and new student residencies (on third party land). Requirement: The Planning Consultant must be able to deliver the following disciplines: • The submission of planning applications and variation of existing consents • Full management of and input into Local Plan inquiries if required on behalf of FX Plus • Market Research into the feasibility of the project(s) • Identify and collate supporting evidence in relation to proposed expansion plans • Development and design briefs • Environmental research and impact Whilst this is not mandatory - knowledge of the local area would be preferred.
