Tender description

NHS Central London Clinical Commissioning Group (CCG), NHS Hammersmith and Fulham CCG and NHS West London CCG working together as the ‘Tri-Borough CCGs’ are commissioning a Level 2 Specialist Neurological Rehabilitation Service. The Tri-Borough CCGs are seeking a capable innovative provider /lead provider to set out and deliver a service model which will comprise: • A level 2 in-patient Specialist Neuro-Rehabilitation Service (SNRS) - minimum of 15 beds; and • A level 2 Specialist Neuro-Rehabilitation Outreach Service (SNROS level 2) – minimum resource equivalent to 3 beds Bidding organisations are required to set out a service delivery model that will provide both a bed based and non-bed / outreach model of care. The new service will provide a range of specialist neuro-rehabilitation interventions – to include complex disability management and tracheostomy care, for those who need it. The vision is to develop a service model that provides the basis for delivering a ‘Centre of Excellence’ for personalised specialist neuro-rehabilitation in the tri-borough. In particular, the SNROS model will be integral to facilitating patient flow and transitions in care back to the most appropriate care settings, and will ensure closer links and interface between acute and community care pathways are developed and maintained to support for patients with specialist rehabilitation needs due to Traumatic/Acquired Brain Injury, Stroke and other Long Term Neurological Conditions (LTNC). The Tri-borough CCGs, led by Central London CCG as the Contracting Authority, are planning for the new service to commence in April 2016 for an initial period of 3 years, with the potential for a further 2 year extension. The Services being procured fall within those health care services to which the NHS (Procurement, Patient Choice and Competition) Regulations 2013 (No.2) relate. As such, the procurement of the Services is not bound by the Public Contracts Regulations 2015. Rather, the Services to which this Procurement relates fall within Part B of Schedule 3 of the Public Contracts Regulations 2006 (the “Regulations”). The procurement of the Services is being run as a bespoke, single-stage application process akin to the Open Procedure.
