Tender description
Inreach Service to reduce rough sleeping in Tower Hamlets by preventing hostel residents returning to the street. In essence, to prevent hostel residents with a history of rough sleeping from joining the 'returners' cohort. A secondary aim is to ensure that any hostel resident who does return to rough sleeping is negotiated back into accommodation within a realistic timeframe.
