Tender description
The London Borough of Redbridge (the Council) is seeking Quotations from suitably qualified and experienced consultants for the Contract for District Heating Scheme in the London Borough of Redbridge. The Contract shall commence on 28th September 2015 and shall subject to satisfactory performance continue to and include 31st July 2016 with the possibility of an extension for one month to 31st August 2016. Organisations will be required to demonstrate that they have an excellent track record in decentralised energy schemes, the ability to conduct a feasibility study for Goodmayes and Ilford and to develop a commercial strategy for Ilford, towards the implementation of district heating networks. This will contribute to the Council's overall plan for decentralised energy. The successful consultant will be required to conduct a Feasibility Study for Ilford Town Centre and Goodmayes opportunity sites based on the findings from the Masterplanning Study. For the Ilford Town Centre opportunity area, if the outcomes of the Feasibility Study prove to be feasible and viable, the consultant will be required to develop an investment grade proposal. Organisations shall note that a break clause will be included within the contract between the feasibility stage and detailed project development stage. Organisations interested in quoting for the Contract are required to complete a Qualifying Questionnaire containing information about their economic and financial standing, technical and professional ability, insurance, equalities, environmental management and health and safety. The Authority shall only assess Quotations submitted by those organisations whose annual turnover is no less than £280k. The Contract shall be awarded will be based on the most economically advantageous Quotation received from the organisation that satisfies the requirements of the Qualifying Questionnaire and in accordance with the following Award Criteria: Price 40% Technical Ability & Solution 60% A breakdown of how the Authority will allocate the Award Criteria points is contained in the Quotation Documents.
