Tender description

1. Introduction 1.1 Walsall Council owns and operates 3 outdoor markets in Walsall Town Centre and Bloxwich and Willenhall District Centres. These markets have been in existence for hundreds of years and are an integral part of our heritage and culture. 1.2 The Council wishes to ensure that the markets can continue to fulfil customer expectations and play an even greater role in increasing the attractiveness, quality and variety of the town centres’ offer. 1.3 The Council recognises that the management of the markets would benefit from the introduction of digital technology to improve service delivery and to continue to meet customer needs. 2. Key Objectives The key objectives arising from the introduction of a Market Management System (MMS) are as follows: 2.1 To modernise the existing paper and manual computer based systems that currently manages 3 outdoor markets via a cash collection system and use of excel and word. 2.2 To make the collection of market rent a more efficient process in both time and cost and provide a rental collection system 2.3 To make the collection of storage re-charges including utility bills more efficient 2.4 To link cash collections with a back office system that is easily managed but effective 2.5 To drive out waste and promote innovation 2.6 Reduce risk of fraud and increase openness of data internally and externally 2.7 Allow the process of rent collections to be more open to audit 2.8 To promote agile working practices and to facilitate the Markets Team seamless move to a more modern, paperless and flexible working environment
