Target hardening for victims of crime service – Leicester City, Leicestershire and Rutland (LLR) The Police and Crime Commissioner for Leicestershire is making £160,000 available (to be spent over a two year period) to procure a target hardening service for victims of crime. The service is to be provided equitably over the whole of LLR. The service will exclusively receive referrals from the new Victim First service via email and will be expected to make contact within 1 working day. It is then expected that a timely target hardening service is provided which is expected to include a home visit (target hardening/crime reduction needs assessment/advice and the installation of target hardening materials) and confirmation back to Victim First on the works undertaken. It is recognised that “target hardening” can mean a variety of products and works. We intend to issue a largely outcomes based specification which will allow bidders to suggest to us how they think they can make best use of the available funding to meet the specified outcome. We recognise that £160,000 to be spent over a two year period is unlikely to meet all of the target hardening need within LLR and as such we will be excluding full scale sanctuary installations but otherwise remain open to suggestions of how the funding can best be spent.
