Environmental Consultancy Support in respect of CER Duties

The Commission for Energy Regulation (CER) is Ireland’s independent energy and water regulator. The CER was established in 1999 and now has a wide range of economic, customer protection and safety responsibilities in energy. The CER is also the regulator of Ireland’s public water and wastewater system. The CER currently wishes to contract for consultancy support to provide independent environmental advice and assistance particularly in regard to its licencing and consenting functions. It is proposed to put in place a contract for an initial 2 year period, with an option of two annual renewals thereafter, subject to an internal review of the contract by the CER and the subsequent written agreement of the contracted parties. The contract will be on a draw down (call-off) basis, at agreed fixed charge per person per hour and per day (to be quoted in the tender). The maximum cost of these services over this maximum four year duration will not exceed €200,000.
