Tender description
Bury Council is in the process of creating a single service that will bring together a range of Independent Advocacy Casework functions in Bury. It will meet all statutory requirements on the Council for the provision of independent advocacy in relation to the following; Care Act 2014, Mental Health Act 2007 (IMHA) Mental Capacity Act 2005 (IMCA) including Deprivation of Liberty Safeguards (DoLS) 2009 The primary aim of the service will be to offer professional, high-quality independent advocacy to vulnerable Adults across all categories of need who meet the eligibility criteria. The service is expected to signpost people who do not meet the criteria for independent advocacy to alternative sources of information and advice. The advocacy service will be expected to develop contacts with stakeholders to generate appropriate referrals. The Care Act is likely to increase demand for independent advocacy due to the driving principles of promoting wellbeing and the prevention, delay and reduction of the need for care and support. The number of DoLS referrals is also predicted to rise. Therefore the provider will be required to adopt creative, innovative and flexible working practices in order to maximize service reach within the approved financial envelope during the first 28 months of the contract.
