Recycling Materials Sales Tender

Tender description

PLEASE NOTE RESPONSE TO CLARIFICATION QUESTIONS - ISSUE ONE DATED 28 JULY 2015. Cheltenham Borough Council (CBC) owns a recycling materials bulking facility on Swindon Road in Cheltenham, which receives the recyclable material collected from kerbside sort collections, bring sites and via the Councils Household Recycling Centre (HRC – also located at Swindon Road). From October 2015, CBC‟s recycling material bulking and sales contract expires with the current provider and from that point the bulking operation will be managed by Ubico Ltd – a local authority company of which CBC is a shareholder, and the material sales will be managed by the Joint Waste Team (JWT) which works on behalf of the Gloucestershire Joint Waste Committee (GJWC) of which CBC is a partner. The GJWC has oversight and responsibility for waste management, recycling and street care services for Cheltenham Borough Council, Cotswold District Council, Forest of Dean District Council, Tewkesbury Borough Council and Gloucestershire County. The Committee is a body with delegated powers to make decisions concerning the recycling, waste collection and street cleansing services for the four district and borough councils and to deliver waste treatment and disposal for the County. CBC wishes to enter into contracts with recycling re-processors for the material/s it collects (offered as Lots as detailed within the Tender Pack) and is running a tendering exercise to source suitable arrangements for all of the recycling materials.
