Tender description

Leeds City Council requires a reliable end-to-end system to support the issuing and administration of about 160,000 Penalty Charge Notices (PCNs) annually. The system will need to support mobile working and to link with a number of other IT systems both internal and external. The PCNs need to be issued and processed in accordance with Traffic Management Act 2004 and Transport Act 2000. The service also requires a means of managing the issue and administration of parking permits.
