Purpose, objectives and scope The purpose of an independent evaluation of the programme is to: (i) assess rigorously the socio-economic impacts attributable to the programme (ii) assess the effectiveness and sustainability of the programme using a mix of debt and technical assistance The objectives of the evaluation are to: (a) estimate the direct and indirect effect of affordable housing programme on households having monthly income between Rs. 8,000 to Rs. 20,000 (b) build the evidence base on how best to make returnable capital instruments effective in emerging economies; and (c) understand what policy, regulatory and institutional measures will be required to make such instruments more effective for the socio-economic development in low income states. The scope of the assignment is to conduct a baseline evaluation, mid-term evaluation in year 3 and a final evaluation of the programme in year 7 or 9 (depending on the life of the fund). As the programme has been launched in Rajasthan, a primary survey has been commissioned in order to establish a baseline for select projects, given that the beneficiaries in Rajasthan (who are currently residing in slums, informal housing, etc.) will have moved in to their allocated houses by the time the impact evaluation is rolled out. The results of the primary survey will be shared with the evaluation team.
