Tender description

The purpose of this requirement is to appoint a qualified Service Provider to assist the Department in these aims. The Evaluation must achieve the following aims: *Assess the implementation methods of the SCP’s workstreams and additional work (Process Evaluation). To answer the research question: to what extent has the SCP been effective in implementing the Programme? *Assess the performance of the SCP initiative in removing barriers to achieve its objectives (Impact Evaluation). To answer the research question: to what extent has the SCP achieved its original objectives? *Identify the benefits that have been created by the work of the SCP (Economic Evaluation) and indicate how they can be quantified. To answer the question: what has the economic benefit been from the investment in the SCP? *Capture any areas where performance might be improved or where opportunities are found for the Partnership to be run better. To answer the question: is there anything the SCP can do differently to maximise objective achievement going forward?
