Tender description

Portsmouth City Council (the Council) is seeking to procure a contract for the Design & Build of new Light Industrial / Enterprise Business Units. The contract is for the design & build of 25 new generic light industrial / enterprise units, with associated parking on the former AE Hadley Shop Fitting factory site in Portsmouth. The Council also reserves the right to extend the scope of the contract to award further fit out and mezzanine floor options in line with tenant's requirements, to the successful tenderer. Further to this the Council also reserves the right to engage with the successful contractor to deliver works at an immediately neighbouring site. The works requirements for the additional site are likely to be of a very similar scope & nature to that of the Limberline Phase 3 being procured and may require concurrent commencement. The Council is targeting to have awarded the contract by 2nd October 2015 with a subsequent commencement date of 5th October 2015. The estimated value for the design and construction of the contract is £3,000,000. Should the Council decide to draw down the additional fit out option for the Limberline Phase 3 scheme, the additional contract sum may be up to £1,000,000, depending on tenant request and requirements. Should the Council engage the successful contractor to deliver works requirements at the additional neighbouring site then this could increase the aggregate contract value by an additional £675,000 including for tenant fit out option. The anticipated Contract period for the design and construction contract is 6 to 12 months. The Council will be able to draw down for the optional fit out of the units and additional site works before practical completion. It is envisaged that the form of contract used will be the JCT Design and Build Contract 2011. In letting the contract the Council will run the procurement process in line with the following programme: • PQQ submission deadline - 22/06/15 • Invitations to Tender issued - 06/07/16 • Deadline for requests for clarification - 31/07/15 • Tender return deadline - 14/08/15 • Interviews (if required) 17/08/15 to 11/09/15 • Standstill period starts - 19/09/15 • Standstill period ends - 28/09/15 • Contract Award - 29/09/15 • Contract Start - 05/10/15
