Tender description
Science Foundation Ireland (SFI) and the Health Research Board (HRB), hereinafter referred to as the Contracting Authorities, wish to tender for the provision of audit services for a three-year period. The purpose of this document is to assist the Contracting Authorities to establish a multi-supplier Framework Agreement with professional service firms. The Contracting Authorities are seeking to put in place a Framework Agreement, with a panel of at least four professional service firms (framework members) for the provision of selected audit services. The framework agreement will be for the delivery of the following services: Joint External Award Audits (for SFI and HRB) The objectives of the audit may vary, depending on the nature of the award and/or the specific circumstances giving rise to the audit. However, in general, the main objective of each audit will be to determine whether adequate controls are in place to ensure compliance with the financial terms and conditions of an award, including whether: • All reporting of expenditure is true, complete and accurate, • Expenditure is in accordance with the approved budget, • Expenditure is reasonable and necessary, • All award assets are safeguarded and detailed supporting records maintained, and • Applicable general terms & conditions have been complied with for the duration of the award. The audit objectives do not include an assessment of scientific progress, which is evaluated by the Funding Agencies through a separate process. Panel members must be capable of delivering high-quality audits, providing excellent customer service, and have significant experience in auditing research based awards. The anticipated duration of the Framework Agreement will be three (3) years, with the option to extend for a further twelve months at the sole discretion of the Contracting Authorities.
