Tender description

Lambeth Council is seeking applications for the provision of data collection and attainment analysis for Looked After Children (LAC) of compulsory school age, living both inside and outside of the Borough. Lambeth currently has 320 LAC between the ages of 4 and 16 years The contract will be for the period 01 September 2015 to 31 August 2018 with the option to extend for up to 2 years with the agreement of both parties. Service elements • No set up costs for London Borough of Lambeth • Daily calls to schools, with allocated time slots and passwords for schools • Call/text to Carer if child has an unauthorized absence • Calls to social worker /social worker team or email to advise of children’s absence, • Daily update of any change to the following: o ID number/UPN/Child name/Carer details/school name/telephone number/placement/alternative provision/in/out of borough placement • On movement of school, Provider will introduce the service to the new school, will send a copy of a letter of authorization from the Virtual School and then collect attendance data backdated to the child’s start date at that school • Collect designated teacher name and contact details • Collect basic SEN information • Collect missing UPN numbers • Collect SATS results year 2 and 6 • Collect GCSE results • Request hard copies of Exclusion letters and forward to the Virtual School • A means of identifying all children in alternative provision and their specific timetable • When a child is being educated at an alternative provision, the Provider to contact the Alternative Provision (AP) to gain the actual attendance mark of the child, if the child is absent from the AP, the Provider will notify the on-roll school of the mark, and advise the Virtual School also. • Collect teacher assessment data termly for each child • A means of identifying children being schooled within the local authority but in care to another authority [provided that that authority has agreed to share that information] • A means of identifying all in borough and out of borough children, designated teachers, social workers, Ofsted gradings of schools. • A means of highlighting any child whose particular personal data is sensitive to ensure that this information will not be shared with any other authority without the Virtual School’s express permission Price Providers are requested to supply proposed costing information based for: • Attendance monitoring – weekly cost per child based on a 39 week academic year • Termly Attainment Data Collection – cost per child per academic year There will be no additional payments due unless the number of children being monitored increases by more than 10% from the date of the contract award. Any additional payment will be calculated on the figures for monitoring and attainment quoted by the provider.
