DFID has been working with Government of Bihar (GoB) since 2008 through our ongoing governance, health and urban reform programmes. Also, our large civil society programmes address social exclusion and target the state’s poorest and most disadvantaged groups - Dalits, Tribal People, Muslims, disabled people and women. The key objectives of the programme are: a.Improve investment climate for private sector growth b.Boost revenue collection, and strengthen public financial management to make development more effective c.Create jobs, particularly for women, SCs, and Minorities DFID seeks to procure a Technical Support Unit (TSU) for providing specialist technical support to the Departments of Industries, Finance, Commercial Tax (and other revenue earning departments such as excise, revenue and land reforms and Mines) Minority Welfare, Planning and Labour Resources of Government of Bihar. The competing firms will have the option of either bidding as a single firm or as a consortium/joint venture, to deliver the required project outputs. A deliverable based contract will be issued to the selected supplier firm. In case of consortium/joint-venture, a single contract will be issued to the lead consortium partner who will be responsible for managing other partners. The bid should clearly mention that who will be the lead firm, in case of joint venture or consortium partnership. DFID will directly manage the TSU with inputs and guidance from concerned departments of GoB.
