Tender description

The London Borough of Hackney has a requirement to provide a staff and public cafeteria facility at its main campus building, the Hackney Service Centre (HSC). The current cafeteria service provision is run by a catering supplier on a delivery basis, providing selective takeaway hot meals, snacks, sandwiches and hot and cold beverages. The average daily footfall of customers in this building is 1400 while on average 800 number of staff come in to work in this building daily The Council intends to make significant investment in its catering facilities, which will include the redevelopment of a full working catering kitchen in the adjacent Town Hall. This will allow fresh foods to be prepared on site to supply the cafeteria, which would be staffed and managed by the successful Tenderer. In addition to the current cafeteria service the Council is looking to implement high quality internal function catering for its conferencing suites across campus. The Council wishes to maximise the income opportunity from these facilities and would like to explore solutions that will generate increased revenue, which may include a simple refurbishment of existing areas also. The successful Tenderer must be in the position to provide an effective and ‘modern retail’ service that will attract the employees of the Council and its visitors. The Council is interested in working with organisations who can offer expertise to maximise the benefits of the Council’s investment. A Day Care centre with fully working kitchen is also currently being developed in the east of the borough. The successful Tenderer would be required to manage and deliver a welfare catering service from this second kitchen space too. The Council’s expectation is that the food will be prepared using the kitchen facilities on this site and the cost of the food be capped at a specific amount that will be specified in the tender document There are currently two recently refurbished event spaces used for external party hire; Hackney Town Hall and Stoke Newington Town Hall. Catering at these spaces is currently provided either on a delivery basis or cooked on site with self-provided portable cooking equipment within the significant onsite preparation areas. At present the Council does not have a preferred supplier in place for private event catering, so would be looking to the successful Tenderer to significantly develop the reputation of the Council’s event package via the provision of a superior catering and hospitality service.
