To create a Visioning Vauxhall Cross Development Brief. The Brief must be created through a co-production process with the local community, groups and stakeholders. Their ideas of how the improved Vauxhall interchange and bus station design, and parts of the district centre generally, could look and feel in terms of commercial and environmental offer must be captured and illustrated in a visual format. Ideas on how the streets and linkages leading from the interchange could be similarly improved must also be captured and visualised. In essence the Brief should principally be a visual and illustrative document, therefore evolving from the text and mapping that predominate in the Vauxhall SPD. It should translate the Vauxhall community’s ideas on how the new bus station, interchange, public spaces, viaduct and district centre streets, junctions and crossings could look and feel through the use of quality imagery and visuals. The imagery and visuals must be supported with text, mapping and plans that demonstrate how the district centre would operate in terms of its public realm and commercial, environmental and night-time economy offer, with movements of pedestrians, cyclists and buses and connectivity of open spaces, parks and to the river front fully considered. The consultant team must be urban design led, and particularly skilled in visual and imagery creation (no verified views expected). Knowledge and understanding of creating high quality public realm environments that interface with commercial uses within a commercial centre and/or transport interchange environment is essential, and some knowledge and understanding of centres and commercial use requirements. Finally, the Tender must set out a strong and professional approach co-production activity with citizens. Any interested supplier should contact the buyer for the detailed brief and they will have to sign a Non-Disclosure Agreement before receipt.
