Tender description

Wigan Council is looking to procure a Community Resilience and Wellbeing Recovery Service that will provide short term housing-related floating support to vulnerable adults over 16. The service will enable people to develop living skills and maintain their independence in their own home or move on in a planned way from temporary living arrangements where applicable. It will also focus on improving outcomes in relation to health and wellbeing and positive activities including employment. The service will be targeted at people who are: · at risk of homelessness; · living with mental ill-health or risks to their mental wellbeing; · living with substance misuse; · living with alcohol misuse problems; · older people with support needs including mental ill-health; · living with physical and/or sensory impairments. This service forms part of Wigan Council's approach to intervening early to support people to maintain their wellbeing and independence for as long as possible. This is in line with the requirements of the Care Act 2014. The service will fully involve clients in the development and on-going review of their support plans and service development. Assessment of clients will use an asset-based approach and clients will be encouraged to connect into community activities to help them achieve the outcomes that matter to them and to sustain some support once services have ended. We are looking to procure a Prime Provider that will operate a triage approach to this service and manage demand, and who will sub-contract with other providers to deliver three levels of support service: support for people with generic needs, support for people with complex needs, and support specifically for people at risk of offending behaviour or an offending history. The Prime Provider may deliver a percentage of cases directly in partnership with one of the sub-contracts. We expect services to work flexibly together to support people as their needs fluctuate. The service will be demand-led and we would expect the service to operate flexibly, responding to the needs of its clients, and to operate an out-of-hours service.
