The Provision of Clinical Assessment, Diagnostics and Treatment Service on behalf of NHS Salford Clinical Commissioning Group

Tender description

NHS Salford Clinical Commissioning Group (CCG) are inviting suitably qualified and experienced Providers to submit Pre-Qualification Questionnaire documents and, if invited, tenders for The Provision of Clinical Assessment, Diagnostics and Treatment Services for NHS Salford CCG. There is currently a similar CATS service being delivered to Salford residents by the existing Provider as part of a Greater Manchester (GM) delivery model. NHS England managed this contract for the GM CATS service which is due to expire on the 2nd February 2016. With the existing CATS service due to expire each GM CCG have been reviewing their CATS requirements and how they take forward this provision for their individual CCG. Salford CCG have undertaken a review and scoping exercise with GP members, patient representatives and other key stakeholders and have identified a key set of commissioning principles for Salford CATS delivery. The aim of these services is to provide a community based one-stop triage, assessment, diagnostic and treatment service for patients 16yrs and above who require interventions as described within the service specifications. The Provision of Clinical Assessment, Diagnostics and Treatment Services Procurement will be spilt into the following Lots:- • Lot 1 - Joint MSK and Physiotherapy • Lot 2 – Gastroenterology and Direct Access Endoscopy • Lot 3 - ENT • Lot 4 - Urology (including vasectomy procedures) The Commissioner will need to agree the mobilisation timescales with the new Provider to ensure patient continuity of care and safety. The new Provider will need to be mobilised as the existing Provider ceases to accept new referrals. The expected date for contract commencement is 1st December 2015, which will run through to 30th November 2020 with an option to extend for an additional two years. However, there are currently exit negotiations underway with present Provider that may result in the contract not commencing until 1st February 2016 running through to 31st January 2021. This tender process will be conducted as a two stage Restricted Procedure.
