Tender description
The City Centre Ambassador Service will patrol Oxford City Centre, which covers Carfax and Holywell wards 7 days per week. The number of hours worked will be 35 hours per week, though this could change due to seasonal trends. Two officers will patrol the city centre at any one time and will focus on visitor welcome and street concierge services; business visits on behalf of the City Council; environmental audits and intelligence gathering; and reducing nuisance behaviour in the city centre. The overarching aim of the scheme is to significantly improve the visitor experience and considerably enhance the city centre offer. Duties will include: · To wear a uniform supplied by Oxford City Council (OCC) at all times when patrolling the City Centre; · Meet and greet visitors to the city centre, provide directions and assistance where necessary, exemplifying local knowledge of the city centre; · Buskers- monitor noise levels, likely impact on passers-by and retailing units/offices and potential noise nuisance or/and illegal street trading (selling of goods, cd's etc.); · Trade waste - ensuring commercial waste is not presented outside of the required hours; · Distribution of free printed matter - ensure any person distributing free printed matter has the required license except those that are exempt in accordance to Section 3A of the Environmental Protection Act 1990; · Begging - officers to be a professional witness for TVP or OCC to take further enforcement action; · Rough sleeping- professional witness for TVP or OCC to take further enforcement action; · Peddlers-If breaches of legislation are seen, to notify OCC's licensing team; · Obstruction of highway- A-Boards etc., large groups of people; · Incorrect presentation of signage; · Graffiti; · Littering- zero tolerance approach; · Tour guides conduct; · Any other anti-social behaviour- act as a professional witness; · Damage to street furniture; · Street drinking- act as a professional witness; · Cycling on pavements or in restricted zones.
