Consultancy Support for enduring access charge regime for the Corrib Linkline

Tender description

The Commission for Energy Regulation (CER) is Ireland’s independent energy and water regulator. The CER was established in 1999 and now has a wide range of economic, customer protection and safety responsibilities in energy. The CER is also the regulator of Ireland’s public water and wastewater system. The CER currently wishes to engage consultancy support early in 2015 to assist with the establishment of an enduring access charge regime for the Corrib Linkline. A decision on the enduring access charge arrangements will be required by May 2015. This is in line with the expected timing of the CER’s decision on the reform of the Entry Tariff regime. The CER’s initial thinking is that the access charge for the Linkline will be based on a target revenue as opposed to a required revenue. The project is a key element of Strategic Goal 3, specifically Action 3.2 – to ensure that the gas continues to flow to secure natural gas supplies with improved diversity of sources.
