Procurement of District Energy Specialist Consultant/Technical Advisor for UCC LESC District Energy System

UCC hereby issues a Request for Services to appoint a Technical Advisor to manage the process for the upgrade of UCC’s district heating system under an ESCO/LESC or similar arrangement. This role will include the assessment of the existing district heating/ electricity supply system and validate proposed upgrade plans, provide technical assistance throughout the competitive dialogue with ESCO company which will include the assessment of the ESCO company’s proposed design of district heating system/electrical supply contract, commissioning and follow up energy performance. . The consultancy services required to carry out this project will be procured on the basis of a single appointment. The proposed works comprise of representing UCC in overseeing and directing the ESCO competitive dialogue/tender process, installation, commissioning and payment of a new district heating system with possible inclusion of a CHP. The successful applicant will have experience in the core characteristics of this role which are as follows – • Financial/Commercial appreciation of implementing an ESCO model • Project management of a large scale engineering project • Technical knowledge of district heating • Legal expertise of public contracts in an ESCO context • Procurement expertise of public contracts in an ESCO context • Previous Experience of Competitive Dialogue Procurement
