Tender description
South Dublin County Council invites tenders for the provision of horse seizure service and horse pound facility for the four Local Authorities - South Dublin County Council, Dublin City Council, Fingal County Council and Dun Laoghaire Rathdown County Council. All tenders submitted should be in respect of provision of service to all of the Relevant Local Authorities. For the avoidance of doubt, each Local Authority will enter into a separate contract with the successful Tenderer in respect of their individual administrative areas. The commencement date of the contract shall be at the discretion of the individual Relevant Local Authorities. For operational purposes, the successful Tenderer shall communicate directly with the individual Relevant Local Authority. Monthly invoices in arrears shall be forwarded to each of the Local Authorities for processing by them. The contract term shall be for an initial period of one year with the option, at the sole discretion of the Relevant Local Authorities, to extend for a further period not exceeding two (2) years. Based on previous years, it is estimated that the total number of horse seizures across the four (4) Local Authorities will be approximately 600 to 1000 horses per annum. The horse seizure service will consist of the rounding up and seizure of stray or wandering horses and their removal to a horse pound facility to be provided by the successful Tenderer and will also include all or any of the powers, duties and functions of an authorised person for the purpose of the Control of Horses Act, 1996. Tenderers should note that in certain cases, in order to avoid confrontation, seizures may be most successfully conducted outside of normal working hours and Tenderers should make provision for this requirement when pricing their tender. In operating the horse seizure service, the successful Tenderer will be required to implement the provisions of the Control of Horses Act 1996 together
