Tender description
In order to source in the order of 3,500 possible reviewers and carry out the tasks set out above, it is estimated that a managed service supplying three full time technical experts will be required over a period of 20 weeks (excluding Christmas period) from week of 11 November 2013 to week of 7 April 2014. These technical experts will be required to be based at the HRB’s premises for the duration of the contract as delivery of the service will necessitate on-going interaction with HRB staff. The service provider must secure reviewers that: • Are experts in the subject area of the application, as evidenced by publications and other outputs • Have no conflict of interest • Work at a reputable research institution • Agree to deliver the review to a set deadline and aligned with an established scoring framework The service provider will be required to manage the technical experts on site and make alternative technical experts available in the event that personnel assigned to the project become unavailable. The tender submission should provide information on how the service provider will ensure delivery of a quality service. The service provider selected will provide technical experts with a primary and post-graduate degree (MSc at a minimum) in a health-related discipline, preferably in patient oriented, health services or population health. The three technical experts should complement each other regarding areas of research expertise and methodological paradigms. The service provider should ensure that the technical experts assigned to this project have good IT skills including proficiency in Microsoft Office, Excel, Internet and e-mail are essential. Technical experts supplied should also possess a good knowledge of databases. Additional experience includes attention to detail, commitment and an ability to work under pressure and to tight deadlines.
