Executive Search and Recruitment services in sourcing a successor Chief Executive Officer for the HRB

Tender description

The incumbent Chief Executive Officer (CEO) will be leaving the office on the 31st January 2014. The HRB have received sanction to appoint a successor to this role on a five year fixed term contract To facilitate this appointment, the Board of the HRB has directed the HRB to procure an Executive Search and Recruitment service to ensure that a successor CEO is in place by 1st February 2014. In the e-tender proposal, please address the following areas. 1. Experience of filling senior level management posts in the public sector within the previous three years 2. Details and experience of the personnel assigned to work on the project 3. *Methodology and detailed work-plan (including timelines) for the project 4. Detailed breakdown of cost broken down between 4.1. Cost of service 4.2. Cost of advertising the position * The method to be used to complete the following specific tasks is to be included in the tender proposed:  Develop a briefing document that will include a brief descriptor of the Health Research Board, a position preamble, a job description / person specification, competency profile and details of the process;  Administer all interaction with candidates and potential candidates from both the advertised selection and executive search process and the interview process;  Target suitably qualified candidates, focusing on getting the best possible talent for the HRB;  Screen candidates and prepare a summary review on each candidate that meets selection criteria,  Establish shortlist (circa 4-5) of people to be interviewed that meet Health Research Board specifications;  Arrange 1st round interviews in liaison with HR & OD Manager of Health Research Board  Provide interview feedback to candidates and, if required, arrange 2nd round interviews, psychometric profiling and/or assist in further screening as required;  Communicate outcome of process to unsuccessful candidates as required
