Tender description

The Department of Jobs, Enterprise and Innovation (DJEI) undertakes several surveys of the client firms assisted by the enterprise development agencies, Enterprise Ireland and IDA Ireland. DJEI is requesting the provision of research services for the Annual Business Survey of Economic Impact (ABSEI) of client companies of each of the enterprise development agencies. The survey will commence in December 2014 for all client companies of Enterprise Ireland, IDA Ireland and Údarás na Gaeltachta (an agency of the Department of Arts, Heritage and the Gaeltacht, included in the survey). The aim of the ABSEI, formerly co-ordinated and published by Forfás, is to track a number of variables relating to the output of firms that are being assisted by the state agencies and to measure expenditure by these companies in the economy. The information from the survey is a key input into a framework of performance indicators designed to assess the economic contribution of agency-assisted client companies. The data on individual companies are also used by the agencies concerned in their day-to-day working relationship with their clients. The role of DJEI is primarily to co-ordinate the survey across the agencies and to maintain the integrity of the survey, to ensure that comparable statistics are produced relating to the base of all agency-assisted companies and to address issues of quality, reliability and validity.The role of each of the enterprise development agencies will be more ‘hands-on’; the agencies (based on their existing relationship with client companies) will be in a position to assist the smooth operation of the survey and they will work actively with the consultants to help achieve the highest possible response to the survey. Experienced survey research organisations are invited to tender for this project, which covers the preparation of questionnaires, distributing questionnaires by post, data collection, data validation and data analysis aspects of the survey.
