Consultancy Services to Monitor and Report on Generator Compliance with the new Rate of Change of Frequency (RoCoF) Grid Code Standard

Tender description

The Commission for Energy Regulation (CER) is Ireland’s independent energy and water regulator. CER was established in 1999 and now has a wide range of economic, customer protection and safety responsibilities in energy. CER is also the regulator of Ireland’s public water and wastewater system. CER currently wishes to engage consultants to assist it in the delivery of the RoCoF implementation project as set out in CER/14/081. Principally this will include: 1. co-ordination of the overall industry project; setting out the study requirements, in consultation with the TSO and generators; 2. monitoring and reporting on progress; 3. providing expert advice to CER; 4. assessing any advice from the Transmission System Operator as to the effect on the safety and security of the Irish electricity grid of implementing CER’s recent in principle RoCoF modification decision. The technical studies are intended to establish the generators’ ability to comply with the Grid Code standard set out in the RoCoF decision paper issued by CER: See CER/14/081: Rate of Change of Frequency (RoCoF) Modification to the Grid Code. It is proposed to place a contract for a period of approximately three years.
