Develop an Enhanced Policy Approach and and an Operational Model to support Sector Ecosystem Development and Clustering in Ireland

The Department of Jobs, Enterprise and Innovation (DJEI) wishes to appoint suitably qualified consultants to apply their expertise in the creation of a strengthened policy framework through which the Government can maintain a strategic and dynamic policy focus on the developmental needs of our key sectors and facilitate the additional economic impacts achievable through more extensive inter-firm and wider relationships (innovation, supply-chain, education, research, partnering, joint ventures etc.). There are two key objectives for the project. Firstly, to to set out a strengthened policy framework that will guide the State and relevant sectoral stakeholders in their engagement with and implementation of ecosystem strengthening and clustering initiatives in the Irish context. This will draw on an exploration of effective models in place internationally as well as experience to date in Ireland. The second objective is to develop a detailed operational model towards implementation of a pilot sector ecosystem development and clustering policy initiative and will be informed by the enhanced policy framework above. The project is an input to a wider review of enterprise policy currently being undertaken by DJEI. The timeframe for completion of this assignment is 9 weeks.
